<\/p>\n

I General provisions<\/strong><\/p>\n

 <\/strong><\/p>\n

<\/p>\n

1.1. AEGEE\u00ad-Tartu (edaspidi siin ka “organisatsioon”) on rahvusvahelise \u00fcli\u00f5pilasorganisatsiooni Association des \u00c9tats G\u00e9n\u00e9raux des \u00c9tudiants de l\u2019Europe (Euroopa Tudengite Foorum) Tartu osakond ehk antenna.<\/p>\n

1.2 The location of the board of AEGEE-Tartu is the city of Tartu.<\/p>\n

1.3. The official name of the organisation is AEGEE-Tartu.<\/p>\n

1.4. AEGEE-Tartu was founded on 7th of September 1994.<\/p>\n

1.5. AEGEE-Tartu is an independent legal entity that holds its own symbolics, bank account and seal.<\/p>\n

1.6. AEGEE-Tartu is a politically independent non-profit students\u2019 organisation.<\/p>\n

1.7. AEGEE\u00ad-Tartu juhindub oma tegevuses Eesti Vabariigi p\u00f5hiseadusest, mittetulundus\u00fchingute seadusest, oma p\u00f5hikirjast, AEGEE-\u00adEurope’ga s\u00f5lmitud Convention d\u2019Adh\u00e9sionist ja muudest \u00f5igusaktidest<\/p>\n

1.8. AEGEE\u2019s general members meeting in local and international level is called Agora.<\/p>\n

 <\/span><\/p>\n

II PURPOSES OF THE ACTIVITIES AND THE MEASURES TO ACHIEVE THEM<\/strong><\/p>\n

 <\/strong><\/p>\n

2.1. The organisation follows the general vision and mission of AEGEE and supports its projects. AEGEE-Tartu is also independent and holds local aims.<\/p>\n

<\/p>\n

2.2. The main purposes of the organisation are:<\/p>\n

2.2.1. being a connection between university students of Tartu and Europe;<\/p>\n

2.2.2. offer possibilities for self-realisation for university students of Tartu from different faculties, universities and groups of society;<\/p>\n

2.2.3. introduce Tartu to students as an educational and cultural destination;<\/p>\n

2.2.4. introduce itself to other AEGEE local antennae as an active AEGEE local antenna.<\/p>\n

<\/p>\n

2.3. To accomplish the purposes, AEGEE-Tartu:<\/p>\n

2.3.1. korraldab ja osaleb koolitusprogrammides ja \u00adprojektides;<\/p>\n

2.3.2. korraldab infovahetust ja konverentse eri riikide \u00fcli\u00f5pilaste vahel;<\/p>\n

2.3.3. koostab ja levitab oma tegevust puudutavaid materjale;<\/p>\n

2.3.4. viib ellu muid tegevusi, mis pole vastuolus tema p\u00f5hikirja ning kehtiva seadusandlusega;<\/p>\n

2.3.5. koostab ja j\u00e4rgib arengukava.<\/p>\n

III THE ASSETS OF AEGEE-TARTU<\/strong><\/p>\n

 <\/strong><\/p>\n

<\/p>\n

3.1. The assets of the organisation consists of:<\/p>\n

3.1.1. liikmemaksudest, mille suuruse ning tasumise korra m\u00e4\u00e4rab kohalik Agora (edaspidi Agora);<\/p>\n

3.1.2. varalistest annetustest ja eraldistest;<\/p>\n

3.1.3. tulust, mis saadakse \u00fchingu v\u00e4ljaannete kirjastamisest ja levitamisest;<\/p>\n

3.1.4. organisatsiooni p\u00f5hikirjalistest eesm\u00e4rkidest tulenevate tasuliste \u00fcrituste korraldamisest;<\/p>\n

3.1.5. other income that is necessary for developing the achieving of the purposes from the organisation\u2019s statute.<\/p>\n

<\/p>\n

3.2. AEGEE-Tartu can own any asset that is necessary for achieving the purposes of the organisation\u2019s statute if the acquisition of them is not contrary to the legislation.<\/p>\n

 <\/span><\/p>\n

IV MEMBERS, THEIR RIGHTS AND OBLIGATIONS<\/strong><\/p>\n

 <\/strong><\/p>\n

\n
4.1. A member of AEGEE-Tartu (later Member) is a 18-35 (including) year old student or former student of a higher education or vocational education institution who has paid the membership fee.<\/div>\n
 <\/div>\n
4.2. The acceptance of a member is decided by the board of AEGEE-Tartu based on the application of becoming a member. If the board refuses to accept the applicant as a member, the applicant may ask the deciding of the membership by the general members meeting of the organisation.<\/div>\n
4.2.1. Eemalseisja on pikaajaliselt v\u00e4lisriigis viibiv v\u00f5i muul p\u00f5hjusel organisatsiooni t\u00f6\u00f6st mitte osa v\u00f5ttev isik, kelle liikme\u00f5igused ja \u00ad-kohustused peatuvad tema avalduse ja juhatuse otsuse alusel. Eemalseisjal on \u00f5igus kuuluda AEGEE\u00ad-Tartu infolisti.<\/div>\n
 <\/div>\n
4.3. A member is excluded from membership in the organisation:<\/div>\n
4.3.1. liikme poolt juhatusele esitatud kirjaliku avalduse alusel;<\/div>\n
4.3.2. liikmemaksu tasumata j\u00e4tmisel 1.5 kuu jooksul;<\/div>\n
4.3.3. 36-\u00adaastaseks saamisel;<\/div>\n
4.3.4. kohustuste t\u00e4itmata j\u00e4tmisel AEGEE-\u00adTartu juhatuse vastavasisulise otsuse korral;<\/div>\n
4.3.5. according to the board\u2019s decision if the reputation of AEGEE-Tartu has been jeopardised;<\/div>\n
 <\/div>\n
4.4. A member is obligated:<\/div>\n
4.4.1. to follow the statute of the organisation;<\/div>\n
4.4.2. to pay the membership fee;<\/div>\n
4.4.3. to participate in AEGEE-Tartu Agorae.<\/div>\n
 <\/div>\n
4.5. A member has the right:<\/div>\n
4.5.1. to elect members to AEGEE-Tartu\u2019s bodies;<\/div>\n
4.5.2. run as a candidate for AEGEE-Tartu\u2019s bodies;<\/div>\n
4.5.3. esitada omapoolseid ettepanekuid ja m\u00e4rkusi organisatsiooni tegevuse kohta;<\/div>\n
4.5.4. osaleda eelis\u00f5igusel organisatsiooni projektides, \u00fcritustel ning kasutada muid soodustusi;<\/div>\n
4.5.5. apply for material or other help from AEGEE-Europe.<\/div>\n
 <\/div>\n
4.6. If the board has made a decision about a member, the member has the right for the decision to be reviewed by the Agora.<\/div>\n
 <\/div>\n
4.7. Honorary members are members who have offered significant favours to the organisations and whose appointment has been approved by AEGEE-Tartu Agora. <\/div>\n
4.7.1. Auliikmetel pole kohustust tasuda organisatsiooni liikmemaksu ja osaleda kohalikel Agoradel, kuid soovi korral v\u00f5ivad nad seda teha.<\/div>\n
4.7.2. The age limit of a regular member does not apply for the honorary member.<\/div>\n<\/div>\n

 <\/span><\/p>\n

V AGORA<\/strong><\/p>\n

 <\/span><\/p>\n

5.1. The highest deciding power of AEGEE-Tartu is the general members meeting.<\/p>\n

5.2. The ordinary Agora gathers twice a year on the board\u2019s invitation.<\/p>\n

5.3. The extraordinary Agora is summoned when the president or the board finds a reason for it or when at least 1\/10 of members make a written request for it from the board, explaining the reason for summoning the meeting.<\/p>\n

5.4. The extraordinary Agora must gather within one month after the submission of the request.<\/p>\n

5.5. Agora p\u00e4evakorra esitab juhatus<\/p>\n

<\/p>\n

5.6. A member can request bringing a new issue on the agenda of the Agora, given a reason.<\/p>\n

5.6.1. A written request for adding a new issue on the agenda of the Agora must be submitted before the invitations of the Agora are sent to the members.<\/p>\n

<\/p>\n

5.7. Eelnevalt Agora p\u00e4evakorda v\u00f5tmata k\u00fcsimuste osas v\u00f5ib vastu v\u00f5tta otsuseid, kui Agoral osalevad v\u00f5i on esindatud k\u00f5ik liikmed v\u00f5i kui v\u00e4hemalt 9\/10 Agoral osalevatest liikmetest annavad n\u00f5usoleku.<\/p>\n

5.8. The board sends an invitation to all members via post or electron post at least 2 weeks before the Agora.<\/p>\n

5.9. Every member has one vote at the Agora.<\/p>\n

5.10. Agora has a quorum if at least half of the members are present or represented. If the Agora does not fill the quorum, the board calls a new Agora with the same agenda within three weeks. The new Agora is valid to make decisions if there are at least two members participating.<\/p>\n

5.11. Decisions are made with simple majority vote, unless with changing the statute and deciding the termination of AEGEE-Tartu, which have been accepted when over \u00be of the members participating in the general members meeting or their representatives have voted in favour of it.<\/p>\n

<\/p>\n

5.12. AEGEE-Tartu Agora:<\/p>\n

5.12.1. kuulab \u00e4ra ning kinnitab presidendi aruande organisatsiooni seisukorra kohta;<\/p>\n

5.12.2. kuulab \u00e4ra ning kinnitab revisjonikomisjoni aruande;<\/p>\n

5.12.3. kinnitab m\u00f6\u00f6dunud perioodi tegevusaruande ja raamatupidamisaruande;<\/p>\n

5.12.4. v\u00f5tab vastu j\u00e4rgmise perioodi eelarve ja tegevuskava;<\/p>\n

5.12.5. valib h\u00e4\u00e4letusega, mis soovi korral viiakse l\u00e4bi salajaselt, kord aastas suvisel Agoral kolm kuni kaheksa juhatuse liiget aastaseks perioodiks, mis kestab 1. augustist j\u00e4rgneva aasta 31. juulini;<\/p>\n

5.12.6. valib, vajaduse korral salajaselt, AEGEE\u00ad-Tartu revisjonikomisjoni (revidendi) suvisel Agoral aastaseks perioodiks ning kinnitab enim h\u00e4\u00e4li saanud isiku revisjonikomisjoni esimeheks;<\/p>\n

5.12.7 if necessary, changes the statute of AEGEE-Tartu;<\/p>\n

5.12.8 if necessary, decides the termination of the activities of AEGEE-Tartu;<\/p>\n

5.12.9 discusses other issues that are in the agenda;<\/p>\n

5.12.10. v\u00f5ib valida delegaadid AEGEE-\u00adEuroopa Agorale;<\/p>\n

5.12.11. Agora kinnitab arengukava.<\/p>\n

<\/p>\n

5.13 Any member of AEGEE-Tartu or their representative who has been given an unattested proxy can participate and vote at the Agora. The representative can only be appointed amongst AEGEE-Tartu members.<\/p>\n

 <\/span><\/p>\n

VI BOARD<\/strong><\/p>\n

 <\/span><\/p>\n

6.1. The board of AEGEE-Tartu manages the activites of AEGEE-Tartu between the period of Agorae.<\/p>\n

6.2. The board consists of three to eight members chosen at the Agora.<\/p>\n

6.3. The board has the jurisdiction in all questions during the period between Agorae that have not been given into the jurisdiction of Agora.<\/p>\n

6.4. Juhatuse liikmete ametite jaotuse otsustab valitud juhatus enne ametisse astumist. Juhatuse liikmete hulka peavad kuuluma president, laekur ja peasekret\u00e4r. Juhatuse liikmete tegevuse s\u00e4testab ametijuhend, mis v\u00f5etakse vastu juhatuse poolt, kui Agora ei otsusta teisiti.<\/p>\n

6.5. The board will choose a vice-president among the board members unless the Agora decides differently.<\/p>\n

6.6. The meetings of the board will take place according to the needs.<\/p>\n

6.7. The board has the quorum if over a half of the board members are present, including the president or the vice-president.<\/p>\n

6.8. The decisions of the board are made with the simple majority voting by the board members.<\/p>\n

6.9. If there is the equality of votes, the deciding vote is the president\u2019s, or in the absence of the president, the vice-president\u2019s vote.<\/p>\n

6.10.  Juhatus on kohustatud korraldama AEGEE\u00ad-Tartu liikmete arvestust.<\/p>\n

6.11. Juhatus kannab arengukava t\u00e4itmise Agoral ette ning esitab iga kolme aasta j\u00e4rel enne eelmise arengukava l\u00f5ppemist Agorale kinnitamiseks uue arengukava.<\/p>\n

VII PRESIDENT. ASEPRESIDENT, PEASEKRET\u00c4R, LAEKUR<\/strong><\/p>\n


<\/strong><\/p>\n

<\/p>\n

7.1. President:<\/p>\n

7.1.1. peab kindlustama organisatsiooni tegutsemise vastavalt AEGEE\u00ad-Tartu eesm\u00e4rkidele;<\/p>\n

7.1.2. esindab organisatsiooni k\u00f5ikides valdkondades;<\/p>\n

7.1.3. juhatab juhatuse koosolekuid;<\/p>\n

7.1.4. vastutab koos laekuriga finantsolukorra eest.<\/p>\n


<\/p>\n

7.2. Vice-president:<\/p>\n

7.2.1. assisteerib presidenti erinevates \u00fclesannetes;<\/p>\n

7.2.2. takes over the rights and obligations of the president, when the president is absent.<\/p>\n


<\/p>\n

7.3. Secretary:<\/p>\n

7.3.1. peab kindlustama informatsiooni leviku organisatsioonis;<\/p>\n

7.3.2. on vastutav Agorate kokkukutsumise eest;<\/p>\n

7.3.3. on vastutav Agorate ning juhatuse koosolekute protokollimise eest;<\/p>\n

7.3.4. is responsible for the maintenance of documentation and exchange of letters.<\/p>\n


<\/p>\n

7.4. Laekur:<\/p>\n

7.4.1. haldab organisatsiooni pangaarveid;<\/p>\n

7.4.2. teeb k\u00f5ik v\u00e4ljamaksed koosk\u00f5las presidendiga;<\/p>\n

7.4.3. is responsible for financial transactions;<\/p>\n

7.4.4. v\u00f5ib keelduda tegemast makseid, mis ei ole saanud juhatuse n\u00f5usolekut;<\/p>\n

7.4.5. is responsible for the financial statement report of AEGEE-Tartu and preparing the budget;<\/p>\n

 7.4.6. esitab 2 n\u00e4dalat enne suvist Agorat revisjonikomisjonile majandusaasta aruande ning seej\u00e4rel esitab selle Agorale.<\/p>\n

 <\/span><\/p>\n

VIII AUDIT COMMITTEE<\/strong><\/p>\n

 <\/span><\/p>\n

8.1. The audit committee or auditor:<\/p>\n

8.1.1 exercises supervision over the situation of finances in the organisation;<\/p>\n

8.1.2. exercises revisions randomly, but not less than once in 6 months;<\/p>\n

8.1.3. has the obligation to exercise the revision two weeks before Agora.<\/p>\n

IX VALIDITY OF DOCUMENTS<\/strong><\/p>\n


<\/strong><\/p>\n

<\/p>\n

9.1. AEGEE\u00ad-Tartu finantsdokumentide esimese allkirja \u00f5igus on AEGEE-\u00adTartu presidendil ja teise allkirja \u00f5igus laekuril.<\/p>\n

9.1.1. For other documents, the president or secretary sign the documents.<\/p>\n

X VOTE OF NO CONFIDENCE<\/strong><\/p>\n


<\/strong><\/p>\n

<\/p>\n

10.1. On the request of 1\/10 of AEGEE-Tartu members or \u2154 of the board members, a vote of no confidence may be given by Agora for one or several board members. <\/p>\n

10.2. In case the Agora votes in favour for publicating the vote of no confidence, the given board member is considered to be compulsory retired.<\/p>\n

XI TERMINATION OF ACTIVITIES<\/strong><\/p>\n

 <\/span><\/p>\n

11.1 The activities of the organisation are terminated:<\/p>

11.1.1. \u00fcldkoosoleku otsusega;<\/p>

11.1.2. kohtuotsusega;<\/p>

11.1.3. with the decision of the remaining members, when there are less than three members remaining in the organisation;<\/p>

11.1.4. juhul kui Convention d\u2019Adh\u00e9sion AEGEE\u00ad-Tartu ja AEGEE-\u00adEuroopa vahel kaotab kehtivuse.<\/p>


<\/p>

11.2. With the decision of terminating the activities of the organisation, the liquidation committee is chosen at the general assembly and the people entitled for the distribution of assets are designated.<\/p>


<\/p>

11.3.
